The deployment of advanced metering infrastructure was supposed to lay the digital foundation for a modern, bidirectional electric grid. Instead, across the 13-state territory of the PJM Interconnection, the largest wholesale electricity market in the United States, a $6 billion investment in 12 million smart meters has yielded a data bottleneck. Regulated utilities are largely refusing to share the high-resolution, real-time energy consumption data generated by these devices with third-party energy management companies, rendering a massive capital expenditure functionally inert for grid-edge innovation.

This data hoarding directly undermines the viability of virtual power plants (VPPs), which aggregate distributed energy resources like residential batteries, smart thermostats, and electric vehicles to balance the grid. To operate effectively and bid capacity into wholesale markets, VPP operators require timely, granular data—ideally at 15-minute intervals or better—to prove performance and optimize dispatch. By restricting access or burying it behind archaic, slow-moving administrative processes, legacy utilities are protecting their monopoly status at the expense of system-wide efficiency.

The timing of this data friction is particularly damaging for PJM. The region is facing a severe capacity squeeze driven by the rapid retirement of coal-fired generation, sluggish interconnection queues for utility-scale renewables, and soaring demand from data centers. VPPs represent one of the fastest deployable resources to mitigate peak demand spikes. Yet, while ratepayers have fully amortized the cost of the smart meters through their monthly bills, they are being denied the financial benefits of demand-response programs that these very meters were built to enable.

The utility resistance is often framed around consumer privacy and cybersecurity concerns, but industry analysts view these arguments as regulatory stalling tactics. Standards like the Green Button Connect My Data protocol have existed for over a decade to facilitate secure, user-authorized data sharing, but implementation across PJM territories remains highly fragmented. Until state public utility commissions mandate standardized, low-latency APIs for third-party access, the billions spent on smart meters will remain a sunk cost, serving as expensive digital cash registers rather than the nervous system of a decarbonized grid.
